Special District Creation Studies
Municipal Utility Districts In select Texas markets, large-scale suburban land developments are accommodated through the formation of Municipal Utility (or similar) Districts (MUD's) in accordance with regulations set forth by the Texas Commission on Environmental Quality (TCEQ). In 1974, CDS senior staff assisted the Commission in developing guidelines for conducting independent market assessments designed to document levels of market demand that would support creation of new MUD's. Since then, CDS has been an industry leader in providing these required market demand studies and has successfully completed more than of 400 independent reports throughout the state.
Special Districts Assessments of development/redevelopment potentials by land use within the boundaries of tax increment districts, management districts, economic development zones and other special districts on which to base projections of tax revenues or special assessments to fund construction of required infrastructure.
